Mercy Community Hospital has an immediate need for an ACA Outreach & Enrollment Counselor.

The Outreach and Enrollment Counselor is responsible for assisting Mercy's patients and the general public with TennCare (Medicaid), CHIP, and ACA Marketplace application, enrollment, and education. Responsibilities also include conducting public outreach and education activities at Mercy Community Healthcare and throughout the community to raise awareness about health insurance coverage options available under TennCare (Medicaid), CHIP, and ACA Marketplace as well as interviewing clients to determine eligibility for social service and other needs across life domain. The Outreach and Enrollment Counselor also maintains expertise in TennCare (Medicaid), CHIP, and ACA Market Place enrollment rules, regulations, and procedures.


Associate's degree in public health or other related field required. Bachelor's degree from an accredited college or university in Public Health Administration, Business Administration, Marketing, Social Work, Human Services, or related field is preferred.

Associate Degree plus qualifying full-time eligibility determination experience or similar experience at a professional, paraprofessional or technical level may substitute for Bachelor's degree.

Minimum of one year of work experience with patients and families in a clinical or insurance setting preferred.

Proficiency in written and spoken English required. Bilingual (Spanish) preferred but not required.

  4. Possess personal values consistent with the family centered approach to care and be sensitive in dealing with culturally and economically diverse patient populations.
  5. Certified Application Counselor Preferred or willingness to obtain certification upon hiring is required.
  6. Good assessment of needs, care planning and implementation skills.
  7. Willingness to acquire case management certification.
  8. The position includes risk of exposure to communicable diseases.  Therefore, the Care Navigator must receive training and then practice universal health precautions.
  9. Committed to "growing" as a case manager and adhering to current best practices in case management.
  10. Must subscribe to agency's Mission/Vision Statement and Organizational Values.
  11. Computer skills required and include Word, Outlook, and Excel
